The fuel fund located in Baltimore City is named after Victorine Q. Adams, the founder of the first fuel fund in the U.S. Mrs. Adams started the Baltimore Fuel Fund in the late 1970s in respond to the first energy crisis, when an oil embargo squeezed supply, and energy prices soared. Hardest hit were those people least able to pay the dramatic cost increases.


The Fuel Fund of Maryland, Inc. is a 501 (c)(3) charitable organization, donations to which are deductible to the fullest extent allowed by law.
